After receiving a master’s degree in Anatomy and Cellular Biology from Albany Medical College in Albany, New York, Dr. Howe graduated from Georgetown University School of Medicine in Washington D.C. He then completed his internship and residency at the Naval Medical Center in San Diego and fellowship training at University of California San Diego.

Dr. Howe served as chief resident of cardiovascular and thoracic surgery at the University of California San Diego, Children’s Hospital San Diego, and Veteran’s Administration Hospital in San Diego. He has been in practice as a cardiovascular and thoracic surgeon in both community and teaching hospitals since 2003.

Dr. Howe also served his country as a Lieutenant Medical Corps, Battalion Surgeon in Guam, Spain, and Lieutenant Commander Medical Corps, Surgeon Carrier on the USS John C. Stennis, serving in the Persian Gulf.
